Queensland Rugby League managing director Ross Livermore says the idea of an Independent Commission running rugby league by round one is "a joke".
In the first edition of Rugby League Week for the year, the Maroons boss also confirms his organisation is not convinced about the worth of the All Star game and vows never to accept the administrative structure being pushed by NSW and the NRL clubs.
"Is that a joke?" Livermore tells RLW when asked if he thinks the commission will be in place by the March 12 premiership kick-off.
"We are only up to point eight or nine in a four-page document with 29 points. Even after we get past that point, we have to look at drawing up a constitution and working through the other points and how it should be structured."
Livermore describes the NSWRL proposal that the state leagues get two out of 18 votes in the appointment of the commissioners as "ridiculous".
Of the All Star clash, he says: "It is my opinion and the QRL's opinion that we should support the indigenous under 16s NSW versus Queensland game.
"Aside from that, players of all backgrounds should be striving to represent NSW, Queensland, Australia or their overseas country. That is our position."
